               FADE IN:

               
               EXT. ATLANTIC OCEAN/ RESORT CITY - DAY

               INLET

               The immediate aftermath of a powerful hurricane.

               Dark overcast stormy sky across a vast body of rough sea. 

               Seagulls noisily battle against blustering wind gusts. One
               seagull sweeps over tighter to the shore, drops and lands on, 

               BOARDWALK

               The tubular pipe railing of a water soaked wooden boardwalk,
               stretching out north and south beyond sight.

               Violent ocean waves thrash broad rock jetties protracting out
               from under the boardwalk, spraying water like enormous
               geysers.

               A battered wooden pavilion with rod iron benches overhangs
               the Oceanside edge of the boardwalk.

               CITY SIDE OF BOARDWALK

               Ocean waves relentlessly ram a four foot high creosote wall
               used as a sand barrier, directing immense columns of water up
               and over onto the city side street, flooding it.

               The boardwalk ramp extends down to the primary street passing
               through the city's center. 

               Old and new buildings line both sides of the street.

               To the left of the ramp, the flooded concrete street follows
               the boardwalk north bound, lying beneath ocean water being
               sprayed over top of the creosote wall.

               A grass blotted strip of ground to the right of the ramp
               separates the creosote wall from a ten story brick and block
               APARTMENT BUILDING.

               A pushed up concrete sidewalk runs the side length of the
               Apartment Building.

               From the sidewalk, an alley parts the two halves of the
               building opening into a sizable courtyard. 

               The concrete alley and courtyard buried with beach sand and
               seaweed.

               SANDY BEACH 

               The beach lays to the south side, cut back by the encroaching
               ocean.

               A wind damaged playground and fenced in TENNIS COURT sit on
               the city side of the beach.

               BACKGROUND

               Tall brick and block buildings dot the city. Some have their
               walls torn away, exhibiting the interior apartments, like
               jumbo doll houses.

               INT. APARTMENT BUILDING - DAY - CONTINUOUS

               A child's bedroom with an early sixties look of a lower
               middle class household.

               A little boy DANNY KITMEN (7) frail, pale complexion, dressed
               in white underwear, lays gazing at the ceiling, daydreaming.
               His hands lay flat on his chest.

               EXT. ATLANTIC OCEAN/ RESORT CITY - DAY - FLASHBACK

               A few years earlier. 

               Same inlet before the hurricane strikes the city.

               The city calm and serene.

               Seagulls in flight under a clear early spring sky.

               People stroll on a sun dried boardwalk just three feet away 
               from the gentle tide washing up on the beach under them. 

               APARTMENT BUILDING

               The same building basks in the sunlight, just fifteen feet
               from the creosote wall and boardwalk. 

               The distant sound of gentle waves washing up on the beach.

               FRONT ENTRANCE

               A sidewalk away from the primary street.

               INT. APARTMENT BUILDING - DAY - CONTINUOUS

               THE KITCHEN

               Sunshine blazes through a window onto the table a little
               blonde hair boy, BRIAN(8) sits at, eating a sandwich.

               Danny Kitmen, a few years younger, grips the hand of a stout
               female CASE WORKER(45) from bureau of children's services,
               dark hair, compassionate expression.  

               Danny gawks at the boy eating. Danny places his fingers to
               his lips. He's hungry.

               The Case Worker talks in soft tones to a stern looking gray
               hair woman, PEGGY (55) wearing a plain blouse. Peggy, a woman
               with old fashion strictness, occasionally capable of love and
               compassion. 

                                   CASE WORKER
                         Peggy, I hope Danny will find a
                         good home here with you and Brian.

               She glances over at Brian eating.

                                   CASE WORKER (CONT'D)
                         We've had a very hard time finding
                         a suitable home for Danny. Though
                         he is slow, Danny really is no
                         trouble.

               Danny continues to stare at the other boy eating. Danny licks
               his lips.

                                   CASE WORKER (CONT'D)
                         He was admitted to the hospital a
                         few months ago and abandoned there.

               INT. HOSPITAL CHILDREN'S WARD - DAY

               Several months earlier.

               Danny stands in bed holding on to the side rail, staring out
               the window. 

               THROUGH HOSPITAL WINDOW

               The hospital entrance. 

               Each woman he views walking to the entrance, he starts bouncing
               excitedly, than gets sad when he watches them move off. 

               Danny flops his bottom down in despair.

               INT. NURSES STATION - DAY - CONTINUOUS

               One NURSE talks to another nurse.

                                   NURSE
                         Call the state. I don't think
                         anyone is coming back to pick Danny
                         Kitmen up.
